«The road will master going», the known proverb says. And today it is quite applicable to realities of municipal everyday life of Russians. In 2010 the administration of the Dobryansky city settlement (Perm Krai) initiated carrying out reconstruction of heating systems in houses of of Dobryank. The purpose of this project – reduction of consumption of heat by inhabited sector and, as a result, reduction of financial loading of utility bills which is tested by citizens.
As showed results of power audit, dobryansky apartment houses have decent potential of power efficiency. However, that it to realize, it is necessary to replace worn-out pipelines and instead of the out-of-date equipment to establish in houses modern thermal automatic equipment. Today it is possible to ascertain surely: for Dobryanka this experience appeared successful.
The main idea is that the mode of heating of each house should be regulated directly on its thermal input, according to data of measurements of temperature of street air in close proximity to the concrete house. In this case heat arriving from the main network can be dosed out precisely.
The centralized regulation on a source of warmth is carried out at once in scales of the whole city. Thus in calculation certain average climatic data are accepted. However all buildings have a various arrangement on districts and orientation concerning a wind rose in addition are in a different condition. To provide their balanced heat supply at such centralized regulation it is almost impossible. As a result someone systematically receives less necessary gigacalories for which, it seems, pays, and someone, on the contrary, suffers from a heat with wide open window leaves and pays heat which in such volume is not necessary for it. And the second problem is much more widespread.
Results of power inspections showed that in Dobryanka’s many houses the constant overheat of internal rooms on 8-100С is observed! Whether it is necessary to say that similar retops involve not simply feeling of discomfort, but also can have very unpleasant consequences for health of citizens. Especially in the winter of which traditionally it is the share peak of exacerbations of diseases of respiratory ways. Also we will repeat once again: owners of housing also pay for all this discomfort from own pocket, receiving upon not that quantity of heat which is necessary for them, and what is released by the heatsupplying organization.
One more problem – unsatisfactory quality of preparation of hot water for water supply system takes place also. Established in the majority of houses out-of-date kozhukhotrubny heaters are not capable to provide qualitative heating of water because of what it arrives to apartments of the warm. Residents as for the hot pay for this water. Besides, mixing of the cleared drinking water with the polluted heat-carrier from heating system that is caused by high degree of wear of many heaters is often observed. Their replacement as practice shows, manages almost more expensively, than installation of modern lamellar heat exchangers.« All available problems are necessary for solving in a complex. It will allow to achieve, first, in the shortest terms of the maximum economic effect (that is the greatest economy and the fastest payback), and secondly, to optimize expenses on modernization», – is sure Igor Poletayev, the regional representative in Perm the Danfoss companies, leading global manufacturer of the energy saving equipment. However, here we slightly run forward.
For the solution of vysheoznachenny problems the city administration also initiated the program of modernization of heating systems in houses. Installation of the automated individual thermal Danfoss point (AITP) with pogodozavisimy regulation in houses 4/1 and 4/2 on Stroiteley Lane, being in Shans Condominium management became the pilot project in its framework. According to the reached arrangements, costs of reconstruction will become covered at the expense of the economy of heat received as a result of its carrying out. That is until, when works and the equipment will pay off, inhabitants of houses according to the old scheme, i.e. according to the standard will pay for heat. Thus the difference between the sum of monthly payments and the actual cost of consumed heat will arrive on account of repayment of payment of the equipment and works.
All installation and commissioning was complete by November, 2011. And in the spring the 2012th owners could count up the received economy (Table 1). Even in spite of the fact that modernization was incomplete (in houses did not establish automatic balancing valves on struts and radiatorny temperature regulators on heating devices), the economy of heat turned out impressive and averaged 27 %. «Reconstruction cost 1,3 million rubles, however we count on considerable economy. At the expense of it we plan to pay for our acquisition within four years», – the chairman of Shans Condominium Galina Bondarenko speaks.

In unanimous opinion of all participants of the pilot project, it is possible to consider it successful and to recommend the received experience for use to owners of other multiroom buildings of the city settlement. As the head of the city settlement Sergey Okulov noted, it would be good to establish systems of adjustable consumption of heat in houses before making their major maintenance as in this case efficiency of savings of energy resources will essentially increase.
The economy, according to experts, can appear even more if subsequently modernization is continued. As Igor Poletayev («Данфосс») explains, it can be divided into 3 stages conditionally.
First of all, in a house cellar instead of noncontrollable elevatorny knots of accession to a heating system the metering station of heat and the automated individual thermal point (AITP), allowing to regulate consumption by heat building depending on change of weather conditions is established. Then on a technical floor automatic balancing valves on each strut of system of heating for uniform distribution of heat between them are mounted.
At last, all heating devices in apartments are equipped with automatic radiatorny temperature regulators. They allow residents to establish and maintain the most comfortable temperature in rooms. Besides temperature regulators heating devices are equipped with radiatorny distributors of system of the pokvartirny accounting of heat.
At the first stage it is in passing possible to solve a problem with hot water. For this purpose it is necessary to add only in structure of thermal point one more lamellar heat exchanger (about what already there was a speech above). Thus, according to Igor Poletayev, additional automatic equipment for management of heating of hot water is not required, as two-channel controler already available as a part of AITP is capable to operate at the same time heating of water and for heating system, and for GVS system. Here we just see one of examples of optimization of expenses at the expense of use of complex decisions.
Certainly, on implementation at the same time all three stages of modernization financial possibilities manage to be found not always. In this case nothing prevents to lead it gradually, step by step. On this way also went in Dobryanka.
So, Dobryanka’s experience and Shans Condominium shows what to achieve real results in economy of energy resources not too difficult, however for this purpose it is necessary to take the first step to changes.
